城市更新政策的治理结构与长效机制构建
Governance Structure and Long-term Mechanism Construction of Urban Renewal Policy

摘要: 城市更新的地方规章已经开始正式构建，其不仅探索技术准则与程序安排，也框定了产权主体、管理主体与实施主体等博弈参与人互动形成的治理结构。探索平衡多维价值偏好的政策设计成为新时期的艰巨挑战。通过上海、广州与深圳三市更新办法的文本分析与比较，发现治理结构中存在着博弈参与人力量失衡、公众参与缺乏充分赋权、专家学者参与渠道不畅等问题。因而在政策设计中，需要推动治理结构从有效参与到全面开放，并结合顶层设计与基层创新，完善政策闭环，逐步构建城市更新的长效机制。
Abstract: The local regulations for urban renewal have begun to be formally constructed, not only to explore technical norms and procedural arrangements, but also to frame governance structure formed by game participants, such as property owners, management entities and implementation entities. The policy design of exploring the balance of multi-dimensional value preferences has become an arduous challenge. Through the analysis and comparison of urban renewal regulations of Shanghai, Guangzhou and Shenzhen, it is found that there are problems such as the power imbalance of participants, the lack of full empowerment for public participation, and inadequate participation of experts and scholars. Therefore, it is necessary to promote the governance structure from active participation to full openness, and to combine top-level design with grassroots innovation to improve policy feedbacks, and gradually build a long-term mechanism for urban renewal.
