上海市国有建设用地土地供应与规划实施管理 策略研究

Study on Land Supply and Planning Management Strategy of State-owned Construction Land in Shanghai

摘要: 国有建设用地土地供应是城市发展的重要环节,上海在实现规划和土地良性互动方式上进行了诸多探索。在城市发展转型、创新空间管理和存量规划背景下,有必要对当前土地供应状况进行检讨和研究。通过分析2010年以来上海实际供应土地与生态空间、新城开发、轨交站点周边等重要空间发展的互动的情况,可知目前上海土地供应的主要问题是短期的土地供应与规划发展目标不协调、以增量为主的供应与内涵发展要求不匹配。以上海新一轮城市总体规划对土地供应的新要求为导向,提出从需求导向、规划目标导向的土地供应年度计划和实际供应年度绩效评估的优化路径,重点保障城市生态系统格局和轨交站点周边的土地供应,优先安排产业创新区域和城市副中心建设,重视年度供应的连贯性等策略建议。

Abstract: Land supply of state-owned is an important link in urban development, which cannot be neglected in the implementation of urban planning. Under the background of stock planning, it needs to be reviewed and studied the land supply situation over the years. This paper analyzed the interaction between the actual supply of land and the ecological space, the development of the new city and the surrounding of the rail transit site in Shanghai since 2010. The main problem of the land supply in Shanghai is the incompatibility of short-term land supply and the planning development goals, and the mismatch between the incremental supply and the connotation development requirements. Guided by the new master urban planning, the article puts forward some suggestions: firstly, make the annual plan of land supply and actual supply annual performance evaluation from the requirements orientation and planning objectives; secondly, focus on ensuring the urban ecological system and the supply of land around the rail site; thirdly, the priority will be given to the construction of industrial innovation zones and sub-centers. Besides, put more attention to the consistency of annual supply.
