“体系衔接与治理创新” ——上海市单元规划的演进与探索
System Cohesion and Governance Innovation: The Evolution and Exploration of Shanghai Unit Planning

摘要: “推进国家治理体系和治理能力现代化”是新时期国家对城市规划工作的新要求,有效衔接总体规划和详细规划两级法定层次是提升城市治理能力、完善城乡规划体系的重要内容。梳理国内主要大城市规划编制体系衔接的探索实践，重点回顾上海市单元规划层次的演进历程和编制实践，并对两轮单元规划编制的技术要求进行比较，进而对上海正在推进的新一轮主城区单元规划从体系衔接、编制内容、技术方法等3个方面提出思考和建议。
Abstract: “Modernizing the national governance system and capabilities” is the new requirement of the state for the urban planning in the new period. The effective cohesion of the two legal levels of the master plan and detailed plan is very important for improving the ability of urban governance and optimizing planning system. The article has combed the exploration and practice of the cohesion of the planning system of major cities in China, and reviewed the evolution process and practice of the unit planning level in Shanghai. The article compares the compilation technology of two rounds of unit planning, and then puts forward the suggestions on the three main aspects of Shanghai's main urban area unit planning, including system cohesion, compilation contents and technical methods.
