基于工作坊的村社自治规划与微改造模式探索 ——以广州桥南街为例

摘要: 基于当前社会经济背景下村社规划与微改造过程中出现的问题与矛盾，结合广州桥南街的规划实践经验，总结出自上而下的行政主导与自下而上的自发参与有机结合的村社自治规划模式。在有限的资源投入下，该模式以基层动员为基础，以党建引领为引领，将解决重点民生问题与公共事务作为规划的核心，在规划及实施的过程中，以工作坊为媒介将多元主体以及社会资本融入到村社规划与建设，进而实现自上而下的行政主导与自下而上的自发力量有机结合的村社自治规划模式。桥南街村社自治规划的实践不仅完善了目前我国现有的村社规划模式，也将为我国正在推进的老旧村社改造提供重要参考与借鉴。
Abstract: Based on the socio-economic background, this paper reviews the model of village and community planning and micro-transformation. Taking the practical experience of the planning of Qiaonan Sub-district, Guangzhou as an example, this paper proposes a model of village and community autonomy planning, organically combining the top-down administration planning and bottom-up participation planning. In the context of limited resource investment, this model is based on grassroots mobilization, guided by CPC, and takes solving the key livelihood issues and public affairs as the core of the plan. During the planning and implementation process, workshop plays as the medium to integrate pluralistic subjects and social capital into the planning, and helps to achieve the aim of combining of top-down administration planning and bottom-up participation planning. The practice of village and urban community autonomy planning in Qiaonan Sub-district improves the current village and community planning model in China, and provides an important reference for the reform of old village and community in China.
