Abstract: The growing up of smart city is promoted by the rapid development of ICT. After years of exploration and practice in China and
abroad, smart city has gradually developed from a marketing concept to a concept which supports the development of cities.
However, the connotation of smart city is still undefined during the actual implementation process. Different cities and plans would
have their own understanding and interpretation.Regarding the full swing of smart city construction, a large number of people
have the introspection that the formation of the city has never relied on the technology. The technologies could only be regarded
as measures and tools which create more opportunities and possibilities for the development of cities. We need to recognize and
understand the smart city from a wider view and dimension to clarify its connotation and significance, and explore the relationship
among the smart city, urban planning, construction and management. In addition, it is essential to find ways of using big data to
support the cities achieving smart development.
