基于公众参与的镇村布局规划创新研究* ——以江苏省盱眙县旧铺镇为例

摘要: 镇村体系科学合理布局是农村地区城乡一体化发展的重要基础，从2005年开始江苏省率先在全省范围开展了镇村布局规划全覆盖，在全面指导全省镇村体系布局的同时，也产生了诸如方法过简和脱离实际等问题。因此，在回顾公众参与在江苏省镇村布局规划中发展历程的基础上，以江苏省盱眙县旧铺镇为例，采取问卷调查和访谈等手段客观把握城镇和农村居民的生产和生活需求，使公众参与的理念贯穿镇村布局规划的全过程，并在对上轮旧铺镇镇村布局规划实施评估的基础上，提出规划在编制方法、内容、程序以及制度等方面的创新发展策略，从而为我国镇村布局规划的改革创新提供借鉴。
Abstract: The scientific and reasonable layout of town and village system is an important foundation for the development of urban-rural integration in rural areas. Jiangsu Province has been pioneered the town and village layout planning since 2005, which covered the whole province, providing comprehensive guidance to the town and village system layout. At the same time, it exposes problems such as the method being too simple and the planning being unrealistic. Therefore, with retrospect of the development of public participation in the town and village layout planning of Jiangsu Province, taking Jiupu Town as an example, this paper takes the means of questionnaire surveys and interviews to objectively understand the rural residents’ production and life demands, making public participation concept run throughout the whole process of planning. On basis of the assessment of the implementation of the last layout planning, this paper puts forward innovative strategies for planning compilation method, content, procedure, system, etc., so as to provide references for the reform and innovation of the town and village layout planning in our country.
