大城市商圈地区停车规划策略研究*——基于上海市三个商业中心停车调查的实证研究

Study on Parking Planning Strategy of Metropolises’ Commercial Center: An Empirical Study Based on Parking Survey of Three Business Center in Shanghai

摘要: 我国正处于快速机动化时期,直面小汽车迅猛增长带来的停车问题及引发的城市交通、环境等问题,尤其是大城市车多地少,停车问题更为严峻。长期以来,我国大城市习惯于增加供给来满足日益增长的停车需求[1]。然而,发达国家的停车规划实践表明,大城市必须转变停车规划策略,从充分供给转向需求管理才能治愈停车难的顽疾[2]。选取上海3个停车规划策略不同的地点作为案例,研究发现如果合理运用停车总量限制、增加停车后步行距离、增加停车收费的策略,可以在对地区活力影响很小的情况下有效地降低停车需求。停车规划策略应该基于地区详细的停车调查,每个地点适用的停车规划策略不同。

Abstract: China is in the period of quick mechanization development, facing the problem of parking, urban transportation and environment problem that caused by parking. Especially in metropolis, it is high in the ownership rate of car, but low in land. Generally, Chinese metropolises are accustomed of adding parking space to satisfy the parking demand. However, the experience of developed countries’ parking plan practice indicates that in metropolis, especially in the urban center, the parking plan strategy should be changed from satisfying supply to parking demand management, maybe the problem of parking can be solved. This paper selects three sites of different parking plan strategies as cases, and finds that parking demand decreases obviously when parking management strategy is used reasonably, such as supply restricted, increasing walking distance, or increasing parking fee, with little influence on area vitality. Parking plan strategy should be made based on detailed parking survey, and the appropriate parking plan strategy is different in every site.
