公私合作策略在城市开发区工业地块更新中的借鉴

The Reference of Public-Private Partnerships Strategy in Industrial Lands Renewal of Urban Development Zones

摘要: 在新型城镇化进程不断加快的背景下,开发区作为城市产业和经济发展的先行区,走上了“二次创业”的转型之路。随 着转型的推进,土地作为城市发展的空间载体已趋紧,面向存量工业地块的更新逐步成为政府解决土地资源紧缺的重 要路径,而由此面临的产权协调困难、利益冲突、监督不足等问题也日益凸显。通过剖析了当前开发区工业地块更新中 面临的困境,借鉴国外成功经验,总结了公私合作的要件,重点从合作更新、弹性操作和联合执行3方面提出了有针对性 的更新策略。

Abstract: Under the background of new urbanization accelerating, the development zone, which is the area of industrial and economic development, is on the road of ‘the second enterprising’. Along with the advancement of transformation, land resource tightened, renewal of industrial lands gradually become an important path to solve the shortage, thus facing problems such as property rights coordination, conflict of interest, insufficient supervision are also growing. The paper analyzes the renewal problems, through learning from foreign experience, summarizing the elements of cooperation, and puts forward strategies about cooperation renewal, flexible operation and joint implementation.
