城市设计全过程管理的若干思考 ——以上海为例

Some Thoughts on the Whole Process Management of Urban Design: A Case Study of Shanghai

摘要: 随着上海的城市发展由速度优先向品质优先转型，为了使规划管理能更有效、更科学地指导城市建设，除了利用城市设计研究加强控制性详细规划的编制水平，也需要加强从城市设计到项目建设的全过程管理水平，尤其是需要重视后续的建筑设计管理与城市设计的有效衔接。从建筑设计方案审查机制、建筑设计方案专家评审机制，城市设计的全过程衔接机制、城市公共空间协同管理机制4个层面提了若干建议和设想。

Abstract: Shanghai's urban development is transferring from the speed priority to quality priority. In order to make the planning management more effective and more scientific to guide urban construction, in addition to studying urban design to strengthen the regulated planning, We must improve the whole process management of urban design, particularly paying attention to the effective connection of architectural design management and urban design is effective satisfied at project level. In this paper, we put forward some suggestions and ideas from four aspects, namely architectural design management mechanism, expert review mechanism, the whole process of urban design service mechanism, and collaborative management mechanism of urban public space.
