近五年我国城市总体规划实施评估研究综述
Research Summary of Master Urban Plan Implementation Evaluation of Recent Five Years in China

摘要: 城市总体规划作为一项公共政策，在其运作体系中，实施评估工作的重要性日益彰显。当前，开展总体规划实施评估已是规划界共识，但由于其尚处起步阶段，各地还未完全建立完整的、规范化的总体规划实施评估机制。回顾了2010年以来我国总体规划实施评估的研究进展，包括评估内涵与意义、评估内容、评估方法、评估动态机制、评估视角，剖析总体规划实施评估的理论发展与实践探索现状。最后，从总体规划实施评估工作自身、总体规划编制方法和实施管理等方面对其发展方向进行展望，思考建立总体规划实施评估制度的可操作性方式，以期为更多城市开展总体规划实施评估工作提供参考。
Abstract: Master urban plan is a public policy, the implementation of which into the evaluation work is becoming more and more important in the operation system. At present, to carry out overall planning implementation evaluation is consensus in planning field. Because it is still in start level, the complete, standardized overall planning implementation evaluation mechanism has not yet fully established around cities. This paper reviews the overall planning implementation evaluation in China since 2010, including evaluation connotation and significance, evaluation content, evaluation method, dynamic evaluation mechanism, evaluation perspective, and analyzes the overall planning implementation evaluation theory development and practice status. Finally, the paper points out the developing direction of the overall planning implementation evaluation from three aspects, including the overall planning implementation evaluation itself, methods of overall planning and implementation management. And this paper aims to provide the reference to more cities about how to establish operational mode of overall planning implementation evaluation system.
