转型时期城市总体规划的定位与作用*

The Position and Function of Master Plan in the Transformation Period

摘要: 当前中国社会经济已经进入转型发展的关键阶段，面对我国经济社会转型发展、城市化进程快速推进、市场经济不断深化和完善、政府职能向公共服务型转变等宏观背景，总体规划作为指导城市发展的纲领性文件，也面临着新的要求与挑战。聚焦转型时期城市发展所处的经济、社会和政策背景，分析总体规划编制面临的困境和挑战，从城市总体规划转型发展的3个基本维度提出城市总体规划定位和作用，应是城市政府在一定规划期限内，引导城市可持续发展、优化空间布局、统筹城乡资源配置的“战略纲领”、“法定蓝图”和“协调平台”。

Abstract: Chinese economic and social development has now entered the key stage of transition. As a programmatic document of guiding a city’s development, the master plan faces new requirements and challenges, with the rapid development of Chinese economic and social development, the constant advance of urbanization process, the further-deepening of market economy, the public-service-oriented transformation of government function and other macro-background. This paper focuses on the economic, social and policy backgrounds of urban development in the transformation period, analyzes the difficulties and challenges which master plan is faced with, discusses the three basic dimensions of the master plan’s transformation, and puts forward the position and role of master plan, which are strategic outline, statutory blueprint and coordination platform used by the urban government to guide the urban development, to optimize the spatial structure and to plan urban and rural resources as a whole in a certain period.
