从“集中建设区”走向“城市开发边界”——试论上海的土地规划空间管制
From Concentrated Construction Area to Urban Development Boundary: A Study of Spatial Adiministration of Land Planning in Shanghai

摘要: 中央城镇化工作会议提出“城市规划要由扩张性规划逐步转向限定城市边界、优化空间结构的规划”,要求“尽快把每个城市特别是特大城市开发边界划定”。国土部、住建部和环保部积极响应,下达了划示“城市开发边界、永久基本农田和生态保护红线”的相关要求。主要从土地规划的角度分析在第三轮土地利用总体规划的背景下土地空间管制对城市建设用地总规模的控制及作用,同时以上海为例分析上海市“两规合一”后土地利用空间管制主要方法及效果,为城市开发边界的划定提供参考。
Abstract: The Central Work Conference on Urbanization recommended that urban planning should be turned gradually into the planning of restricting urban development boundary and optimizing the spatial structure. Determining the urban development boundary of every city especially large cities is imperative. As positive responses, the Ministry of Land and Resource, the Ministry of Housing and Urban-Rural Development and the Ministry of Environmental Protection issued the relevant requirements of the designation of the urban development boundary and the red line of permanent basic farmland and ecological protection. This paper analyzed the restriction and effect of administration of space on the total scale of urban construction land under the background of the third edition of comprehensive plan of land use from the perspective of land planning. In addition, the reference for the designation of the urban development boundary has been given by the analysis of the main measures and consequence of spatial administration of land use after the coordination of Urban Plan and Land Use Plan.
