新型城镇化背景下城市规划转型的思考*
The Transformation of Urban Planning under New Urbanization

摘要: “三个一亿人”的新型城镇化战略是新时期城市规划工作的立足点。以连续发问的方式，首先通过分析地域结构、人口和经济规模、制度安排，揭示了中国城镇化大国模式的独特性；同时，论述了影响城市发展的演化机制——包括城市产业、基础设施建设、空间功能与形态;最后针对有关新型城镇化背景下城市规划转型的若干重要问题，为如何有效落实“三个一亿人”、“人的城镇化”战略，以及规划师如何审视历史性的机遇和使命，提出了初步的思考。
Abstract: The new urbanization strategy, 'Three 100-million-people', is one of the key points in new urban planning. This paper reveals the unique development mode of Chinese urbanization by analyzing the regional structure, population, economic scale and policy-making. Meanwhile it discusses the evolutionary mechanism about urban development, including urban industry, infrastructure, spatial function & form. It focuses on a few essential problems of urban planning transformation under the background of China's new urbanization, and puts forward some ideas about how to effectively implement the strategies of 'Three 100-million-people', 'people-centered urbanization', together with opportunities and challenges which a planner is now confronted with.
