化解城市拥堵:促进多中心空间发展之交通视角

Urban Congestion Reduction: Promotion of Polycentric Spatial Structure Development from the Viewpoint of Transport

摘要: “人口疏解”有其产生的深刻背景和历史意义,并在上海多轮总规的规划理念中得以体现,也根据不同发展阶段特征制定了相应政策和措施。其效果是显著的,包括核心区人口密度下降、人均居住面积提高、城市人口接纳能力提升等多方面,当然也带来交通拥堵和出行不便等问题。在分析政策现象的基础上,深入分析了中心城与近郊区、中心城与中远郊新城之间不同的空间关系和交通联系特征,并基于中心城单中心集聚向多轴化就业空间形态演变的分析,认为规划有一定改善的空间,提出沿轨道交通走廊布局就业中心、提升客运走廊的服务容量和效率,来促进“多中心”空间结构的形成,并构建新城自身交通体系,持续提升新城区位和独立性。

Abstract: Population redistribution has original background and historical significance of its own, which are presented in several rounds of Shanghai Master Plan. And the corresponding policies and measures have been made, which has achieved remarkable effects, such as decreasing the population in central city, increasing the per-capita living space and enhancing the urban population capacity. Meanwhile it will bring about a series of problems such as traffic congestion, commuting inconvenience. This paper analyzes different spatial relationships and traffic contacts among central city, inner suburban and outer suburban. Considering that employment agglomeration is developing from single center to multi-axis, this paper proposes to lay out more job centers along the transport corridor and improve capacity and efficiency of the passenger corridor. Establishment of the complete transport system will continuously help new towns upgrade its status and increase its independence.
