深圳市自主创新驱动地区规划实践——以华为科技城片区规划为例
Planning Practice for Self-innovation-driven Districts in Shenzhen City: A Case Study of Huawei Technology District

摘要: 如何通过规划引导推动自主创新驱动地区更好发展是规划学界的热点问题。以对城市与区域创新的互动关系以及深圳自主创新的核心特征的分析为基础,并基于自主创新视角梳理华为科技城的现状特征,识别制约创新体系完善的3个核心问题,并提出以支持创新体系培育的空间框架为基础凝聚动力、优先保障不同阶段高新企业空间需求、提高城市环境品质促进产城融合发展等3个规划重点,以规划引导片区发展来解决核心问题,助推片区自主创新体系的完善。
Abstract: It is a hot spot in planning circle that how to promote the development of self-innovation-drive districts by planning. This article analyzes the innovative interactive relationship between cities and regions, as well as the critical characteristics of self-innovatoin in Shenzhen. Then it recognizes the current features of Huawei Technology District from the perspective of self-innovation and finds out the three key problems in restricting the improvement of innovation system. Next, three focal points have been proposed: gathering strength based on the spatial framework of supporting the innovation system, preferentially meeting the spatial demands of new high-technology enterprises of different stages, and improving the residential environment to promote the city and industry integration. Finally, it is pointed out that the core issue will be settled by the guide of planning for the region development, contributing to the optimization of self-innovation system.
