上海新城建设的现实挑战、发展模式与实施策略探讨——以奉贤新城为例
On the Challenges, Development Models and Implementation Strategies of Shanghai's New Town: A Case Study of Fengxian New Town

摘要: 基于上海新城建设的背景和新形势下面临的主要瓶颈及挑战，剖析五个新城功能定位和空间布局、主导产业发展、内在发展动力、人力资源和人口发展规模等问题。对上海新城建设的理念和发展模式进行辨析，提出要从城市发展的本质出发，以建成独立的综合性节点城市为目标，以紧凑型城市为发展方向。最后以奉贤新城为例，阐述了功能聚核、串珠成链、生态营造等新城建设策略。
Abstract: This paper analyses the background of Shanghai's new town construction and the main difficulties and challenges it faces under the new situation, including functional positioning and spatial layout, development of leading industries, internal development power, human resources and population development scale. Then, the paper makes some analyses on the concepts and development modes of Shanghai's new town construction, and proposes that it should start from the essence of urban development, aim at building an independent comprehensive node city, and take compact city as the direction of development. Finally, this paper takes Fengxian New Town as an example to illustrate the strategies of new town construction in terms of function agglomeration, pattern layout, and ecological environment.
