城市设计推动高质量规划编制的实践探索——以上海市为例

Practical Exploration of Urban Design to Promote High-quality Planning: A Case Study of Shanghai

摘要: 城市设计提升是城市规划推动城市高质量发展的重要技术途径。综述国内外对城市设计作用的认识，回顾国内早期实践，讨论在开展城市设计中存在的问题和不足，指出在落实《国土空间规划城市设计指南》管控体系的同时，在技术层面分类分区研究城市设计应用，可以更好地借鉴国际先进城市经验，响应和落实国家方针政策，推动城市高质量发展和塑造城市高品质空间。聚焦上海的城市设计开展情况，探讨了在城市更新、绿色智慧等领域的设计做法和建议，以期更好地传导整体城市设计意图。

Abstract: Improving urban design is an important technical way for urban planning to promote high-quality urban development. This paper summarizes the understanding of the role of urban design at home and abroad, reviews the early practice in China, and discusses the problems and shortcomings in the development of urban design. It points out the importance of implementing the management system of Urban Design Guidelines for Territorial Spatial Planning. At the same time, strengthening the research on classified and regional urban design operation at the technical level can better learn from international experience, respond to and implement national policies, promote high-quality urban development, and shape high-quality urban space. This paper focuses on the urban design practice in Shanghai, and discusses the design practices and suggestions in the fields of urban renewal and green intelligence, so as to better express the overall urban design intention.
