上海乡村公共服务设施供给特征、问题分析与对策建议

摘要: 如何推进超大城市城乡融合发展是上海市在减量化发展背景下面临的挑战。通过分析上海市乡村振兴示范村的用地、
人口等相关数据，结合实地调研，分析得出上海市乡村公共服务设施的主要特征和问题，即紧凑用地下设施布局复合，
设施与人口结构匹配度不足、公共服务品质欠缺等。最后提出以跨越行政边界及链接远端需求的方式整合设施用地，以
底线保障加弹性供给的方式增加特色服务，以政策推动硬件更新及引入社会力量的方式提升乡村公共服务设施的整体
质量等对策和建议。
Abstract: How to improve the urban-rural integration of megacities is a challenge that Shanghai faces against the background of "reduction" in construction land. By collecting and analyzing data on land use and population of 30 model villages as well
as conducting field visits in other villages, research results show the main characteristics of Shanghai rural public facilities as
follows: public facilities occupying relatively small land with concentrated location, mismatch between public facilities and
population, and quality gap between demands and needs. Therefore, we raise several suggestions for future improvement of
rural public facilities in Shanghai: going beyond boundaries between administration and link needs in rural areas; ensuring
sufficient land supply for basic rural public facilities and encouraging the use of vacant lots and spaces catering to the population structure; utilizing policies on urban-rural integration and rural revitalization to renovate facilities and cooperate
with professional organizations to improve quality of public services.
