上海城中村改造的历程回顾与展望

摘要: 系统梳理上海城中村改造历程，将其分为探索推进与市域统筹推进两个阶段。探索推进阶段可分为伴生性改造（1999—
2008年）与局地探索改造（2002—2014年），这一阶段城中村改造的影响范围与推进力度均较为有限，并且主要由政府
推动。市域统筹推进阶段分为第一轮改造（2014—2020年）与新一轮改造（2021年至今）。第一轮改造期间初步建立了
以整体改造为主要方式，以土地储备、集体经济组织自行改造或引入社会主体共同改造、公益性项目为实施路径的城中
村改造体系，其认定项目共49个，主要分布在主城区及其周边近郊地区；新一轮改造认定项目23个，提出了项目整体改
造、环境综合整治与实施规划拔点等多种改造方式，并围绕“规划引领、统筹联动”提出一系列规划、土地与资金保障
体系。
Abstract: The history of Shanghai's urban village renewal can be divided into two stages: the exploration stage, and the city-wide integrated stage. The exploration stage can be further divided into accompanying renewal (1999-2008) and local exploration
renewal (2002-2014), in which the scope of influences and promotion of urban village renewal are relatively limited, and mainly promoted by the government. The city-wide integrated stage is divided into the first round of renewal (2014-2020) and the new round of renewal (2021 to the present). During the first round of renewal, a system of urban village renewal was initially established with demolition and reconstruction as the main method, and land reserve, collective economic organizations' own renewal or the introduction of social subjects' joint renewal as the implementation paths. A total of 49 projects were identified, mainly distributed in the downtown area and surrounding suburbs. 23 projects were identified in the new round of renewal, proposing a variety of ways of transformation, such as demolition and reconstruction, and comprehensive environmental remediation, and putting forward a series of planning, land and financial guarantee systems around "planning leadership, integration and linkage".
