从零星微更新到街区一体化更新的上海实践探索
From Sporadic Micro Regeneration to Block-Integrated Regeneration: Exploration and Practical Experience in Shanghai

摘要: 在资源紧约束背景下，上海城市更新已进入内涵式发展阶段。多年来，规划管理和实施部门不断探索城市更新的制度、
模式和方法，街镇居委也将更新与治理相结合，提高居民及多元主体的参与度和感受度。通过梳理城市更新从零星微
更新逐步走向街区一体化更新的动因和背景，结合上海实践案例分析，总结街区一体化更新的若干模式和方法。这些
案例成果体现了工作融合、项目整合、资源叠合的综合效应，是上海在城市精细化管理视角下的探索和努力，以期为更
多的城市更新实践提供参考和借鉴。
Abstract: Shanghai proposed to enter a stage of urban regeneration with tight resource constraints and connotative development. In recent years, planning and implementation departments have been continuously exploring the systems, models, and methods
of urban regeneration. Sub-district and town departments have also actively combined renewal with governance to improve
the participation and perception of residents and diverse subjects. This article outlines the motivation and background of urban regeneration from sporadic micro renewal to block-integrated style. It analyses the integrated and diversified models by case
study, and summarizes the comprehensive effect of work combination, project integration, and resource overlap, reflecting the
delicacy urban management of Shanghai. It may provide references and inspiration for future regeneration practices.
