上海市保障类住房运营管理的难点分析与对策建议

摘要: 简要分析上海保障类产权住房和保障类租赁住房运营管理现状,重点研究上海保障性租赁住房运营管理难点,围绕如 何兼顾精准定向供应和资源公平分配、租户可负担和企业可持续、长期稳定租期和房源循环使用等问题,提出上海保 障性租赁住房运营管理应当在坚持规划引领的前提下,坚持政府引导、企业参与、以人为本、持续发展,妥善处理政府 与市场、成本与收益的关系,通过建立供需对接的运营管理服务机制、创新可持续的资金保障机制、强化市区协同部门 联动管理、构建共建共治共享的社区治理格局等,多措并举提升运营管理服务水平。

Abstract: This article briefly analyzes the current situation of the operation and management of affordable property rights housing and affordable rental housing in Shanghai, focusing on the difficulties in the operation and management of affordable rental housing in Shanghai. Issues such as balancing targeted supply and fair resource allocation, affordability for tenants and sustainability for enterprises, long-term stable leases, and the circular use of housing resources are addressed. It proposes that the operation and management of affordable rental housing in Shanghai should under the premise of planning guidance, adhere to government guidance, enterprise participation, be people-oriented and sustainable, and properly handle the relationship between the government and the market, and costs and benefits. By establishing a supply-demand docking operation and management service mechanism, innovating sustainable funding guarantee mechanisms, strengthening the coordinated management of urban and district departments, and building a community governance pattern of co-construction, co-governance and sharing, multiple measures should be taken to improve the level of operation and management services.
