基于治理视角的纽约时代广场城市更新研究

摘要: 从1980年代至今，纽约市在时代广场区域先后推动并完成了两次大规模的城市更新，不仅重塑其产业结构，全面激发
区域活力，也极大地提升了城市公共空间品质。以两次更新的发展历程及其内在差异为研究对象，重点聚焦更新过程
中的治理问题，剖析与厘清城市更新目标与方向的转变如何影响治理的参与主体、权力关系、合作方式和治理工具的
相关变化，旨在为我国当下处于经济转型和存量发展阶段城市核心区商业街区的城市更新及其治理逻辑提供有益的
借鉴和思考。
Abstract: Since the 1980s, the New York municipality has initiated and accomplished two rounds of massive urban regeneration which not only reshaped the industries and functions of the urban blocks, but also improved the quality of its environment and space. By reviewing these two rounds of regeneration and their inherent differences, this paper mainly focuses on the issue of urban governance in this process to analyze and clarify how the transition of the goal of urban regeneration impacts the shift of the participants, power relations, corporation modes and instruments of the governance, to provide references and inspiration to the urban regeneration and governance of Chinese urban commercial blocks in the city center in a phase of economic transition and stock-oriented development.
