城市更新语境下存量工业用地“零星转型”路径 研究——以上海市闵行区为例
Research on the Unintegrated Transformation Path of "Stock Industrial Land" in the Context of Urban Renewal: A Case Study of Minhang District in Shanghai

摘要: 在土地空间资源紧约束的背景下，上海正由外拓增量扩张转向内涵存量优化，存量工业用地是城市更新的重要空间载体。“零星转型”作为存量工业用地转型的一种重要模式，具有主动性强、灵活机动、数量多等特点，对于存量工业用地的挖潜具有现实意义。以闵行区为例，其存量工业用地“零星转型”推进进程缓慢、效果不明显，面临多方利益主体博弈、流程机制待健全、部门协调需统筹、运营管理弹性需改善、公众参与有待提高等困境。基于城市更新语境，以动力、路径、权责、机制与方法5个维度为抓手，结合实践经验，提出增强动力、畅通路径、厘清权责、完善制度和创新方法5个方面的转型路径，以期为类似工业用地更新提供借鉴。
Abstract: Under the background of tight constraints on land resources, Shanghai is shifting from external expansion to stock optimization, and stock industrial land is an important spatial carrier of urban renewal. As an important mode of stock industrial land, "unintegrated transformation" has the characteristics of strong motivation, flexibility and large quantity, and has practical significance for tapping the potential of stock industrial land. Based on the context of urban renewal, taking Minhang District as an example, the progress of "unintegrated transformation" of existing industrial land is slow and the effect is not obvious. It is faced with several problems, such as the game of multi-stakeholders, the unsound mechanism, the lack of coordination among departments, the inflexible operational management, and insufficient public participation. Taking the five dimensions of motivation, path, power and responsibility, mechanism and method as the starting point, combined with practical experience, it proposes the transformation path in five aspects, attempting to provide references for the renewal of similar industrial land.
