摘要: 国土空间规划改革要求协调生态保护与城市发展的关系,推进高质量发展,促进高品质生活。在梳理生态空间规划理论与实践的基础上,总结上海市生态空间保护与利用现状,延续“上海2035”总规价值导向、思维方式与逻辑框架,提出上海市生态空间专项规划的基本思路与策略:一是构建具有上海特色的生态空间框架体系;二是遵循人与自然和谐共生的价值理念;三是强化“四类六区”为核心的生态空间管控模式;四是完善时空秩序的空间规划传导路径,以期为全国其他城市开展生态空间专项规划编制工作提供参考。

Abstract: The reform of territory spatial planning requires coordinating the relationship between ecological protection and urban development to promote high-quality development and high-quality life. On the basis of combing the theory and practice of ecological spatial planning, this paper summarizes the current situation of ecological space protection and utilization in Shanghai, and puts forward ideas and strategies for ecological spatial planning in Shanghai with the value orientation, thinking mode and logical framework from the "Shanghai 2035" master plan. The first is to build an ecological space framework system with Shanghai characteristics. The second is to follow the value concept of harmonious coexistence between humans and nature. The third is to strengthen the ecological space control mode with "four categories and six areas". The fourth is to improve the spatial planning transmission path of space-time order. This paper aims to provide references for other cities in China to carry out ecological space sectoral planning.
