内城复兴的多元治理:西方夜间经济研究综述及启示

摘要: 夜间经济从经济、文化、社会及权力4个维度拓展了空间的时间涵义。对西方夜间经济的相关研究文献展开梳理,从概念缘起、发展阶段、行动策略和影响评估等方面深入剖析其发展历程。结果表明:(1)夜间经济源于西方内城复兴的战略意图,取得显著成效的同时也引发了诸多讨论;(2)国外夜间经济大致经历了快速兴起、有限抑制和选择分异3个时期,并经历了类似的3波研究阶段;(3)国外夜间经济在推动内城复兴的同时面临因酗酒和商品化导致的社会问题,借助照明、交通、安全、文化等基础设施的完善,人的情感作用机制,许可证法规、土地利用管制的规划措施以及夜间市长等多元主体的协同治理,可以促进夜间经济的健康发展。最后,得出未来我国应推动规划政策与社群力量的上下协同、关注夜间环境与具身体验的地方关联、重视夜间经济的可持续发展与社会公平等启示。

Abstract: The night-time economy has constructed a new field of four-dimensional integration of economy, culture, society and rights. The article combs the relevant research literature on western night-time economy, and analyzes its development process in depth from four aspects: concept origin, development stage, impact assessment, and governance experience. The results show that: (1) The night-time economy originates from the strategic intention of the western inner city revival, which has achieved remarkable results and has also triggered a lot of discussions; (2) The night-time economy abroad has generally experienced three periods of rapid rise, limited suppression and selective differentiation, and has gone through a similar three-wave research phase; (3) While promoting local regeneration, the foreign night economy faces moral panic caused by alcohol abuse and social exclusion caused by commoditization. The healthy development of night economy can be promoted with the help of human emotion mechanisms, license regulations, land use control, and coordinated governance of night mayors. Finally, in view of foreign experience and China's conditions, the enlightenment and experience that can be used for reference in the future are proposed.
