基于儿童友好空间营造的城市规划建设探索 ——以上海松江新城为例

摘要: 建设儿童友好城市，寄托着人民对美好生活的向往，事关广大儿童成长发展和美好未来。在“新城发力”的背景下，基于上海松江新城试点实践，分析目前在儿童成长空间友好型社区营建方面存在的不足，诸如实施目标和措施距离卓越全球城市的差距较大、城市规划管理缺少相关技术标准和指引、儿童优先和儿童视角下的城市环境有待加强等问题。进而通过借鉴荷兰鹿特丹、日本流山市和我国深圳景龙社区等案例，对松江的儿童友好新城规划建设提出3个方面对策和建议：一是保障儿童合法权益，健全针对儿童友好社区建设的体制机制；二是增强规划引领作用，以法定规划落实儿童空间友好布局；三是以儿童优先和儿童利益最大化为指向，以“1+X”推进儿童友好空间项目建设。
Abstract: Building a child-friendly city reflects the people's yearning for a better life, which is related to the growth and development of children and a better future. Under the background of "new town development" and based on the pilot practice of Songjiang New Town, this paper discusses the problems in current child-friendly community construction, such as a large gap between the implementation objectives and measures and outstanding global cities, the lack of relevant technical standards and guidelines for urban planning and management, and needed improvement in the urban environment from the perspective of children priority. By learning from the cases of Rotterdam in the Netherlands, Nagareyama City in Japan and Jinglong Community in Shenzhen of China, this paper puts forward three countermeasures and suggestions. First, protect the legitimate rights and interests of children and improve the system and mechanism for the construction of child-friendly communities. Second, strengthen the leading role of planning and implement the child-friendly layout with legal planning. Third, highlight children's priorities and maximize children's interests, and promote the construction of child-friendly space projects.
