广东省旧城镇和旧村庄改造容积率审查技术研究

摘要: 为加快盘活利用各类低效城镇村建设用地,支持“三旧”改造项目容积率的合理确定和科学管控,广州市、深圳市、珠海市、佛山市、东莞市、中山市等城市先后出台针对旧城镇和旧村庄改造的容积率管控和实施办法,各地的标准存在较多不同,也产生了多种管控效果,但目前广东省大部分地区的“三旧”改造项目容积率的制定仍缺少政策和技术依据。通过梳理各地市“三旧”改造容积率审查的先进经验与做法,分析容积率审查的模式和实施成效,提出适用于旧城镇和旧村庄改造更新地块的容积率制定框架规则,旨在形成可推广、可复制的旧城镇和旧村庄改造容积率审查的经验总结,为广东省及全国其他省市“三旧”改造容积率的制定提供参考与借鉴。

Abstract: In order to speed up the utilization of various low-efficiency urban and village construction land, and to support the reasonable determination and scientific management of the floor area ratio (FAR) of old towns, old factories, and old villages' reconstruction projects, Guangzhou, Shenzhen, Zhuhai, Foshan, Dongguan, Zhongshan and other cities have successively introduced plans. There are many differences in various regions' standards, which also produce multiple control effects. However, there is still a lack of policy and technical basis for formulating FAR for old towns, old factories, and old villages' renovation projects in most areas of Guangdong Province. This study aims to provide and analyzes advanced experiences and practices on FAR reviews in various cities. Based on the review model and implementation results, this paper proposes a framework for the FAR of old towns and villages renovation, aiming to form a generalizable and reproducible "Guangdong Experience" for the renovation of old towns and villages. It can provide references for the formulation of old towns, old factories, and old villages' reconstruction FAR in other regions of Guangdong and other provinces and cities across the country.
