居委会主导的老旧小区改造协作模式研究* ——以广州市仰忠社区为例
Research on Collaboration Mode of Regeneration of Old Residential District Dominated by Neighborhood Committee: A Case Study of Yangzhong Community in Guangzhou

摘要: 老旧小区改造不仅是改善社区人居环境的重要内容，更是构建“共建共治共享”的社区治理体系的契机。以广东省广州市仰忠社区为例，运用实地调研、深度访谈、文本分析等方法，探索居委会主导的老旧小区改造协作的模式与适用性。在仰忠社区改造“改什么、怎么改、如何维护”3个阶段，居委会均推动了多方协作。首先，居委会动员通过调动积极性、设立沟通渠道等方式动员社区居民参与商议更新改造“改什么”；其次，居委会构建“居民咨询委员会、改造每周例会、物业服务议事会”等多方沟通平台，推动多方对更新“怎么改”的协作；最后，在改造完成时，居委会促进社区内成立由居民自治的物管，推进居民就“如何维护”进行广泛协作。居委会高效调动居民参与的积极性是协作推进的基础，职能部门的积极配合是协作快速推进的保障；居委会主导形成的沟通平台是协作形成的关键。目前居委会主导的更新协作是项目制推动的，需要研究其常态化和可持续发展机制。
Abstract: The regeneration of old residential districts can not only improve the physical environment, but also provide an opportunity to build the 'co-construction, co-governance and co-shared' pattern of social governance. Taking Yangzhong Community of Guangzhou as an example, this article uses field research, in-depth interview and text analysis to explore the mode and applicability of the collaboration in regeneration of old residential districts led by the neighborhood committee. The neighborhood committee of Yangzhong Community promotes the process of collaboration in three stages, including what to regenerate, how to regenerate, and how to maintain the regeneration. Firstly, the neighborhood committee appeals to residents to participate in deliberations of 'what to regenerate'. It arouses residents' enthusiasm and establishes communication between residents and the neighborhood committee. Secondly, in the stage of 'how to regenerate', the neighborhood committee establishes communication platforms among multi-stakeholders, such as residents' advisory committee, weekly meeting, and property services council. Thirdly, the neighborhood committee promotes the establishment of an autonomous property management system to promote extensive collaboration among residents on 'how to maintain'. The residents' participation driven by the neighborhood committee is the basis of collaboration. The active cooperation among different parts of the district government is the guarantee of rapid collaboration. The communication platform dominated by the neighborhood committee is the key to the formation of collaboration. At present, the collaboration of regeneration led by the neighborhood committee is driven by projects, and therefore it is necessary to examine its normalization and sustainable mechanism.
